Thad Allen issued a general order applicable to all Coast Guard members (active, reserve, civilian, auxiliary) that prohibits the reading, typing or sending text messages or e-mail when driving a government owned vehicle, when driving a private motor vehicle while on official government business, or when using electronic equipment supplied by the government.

Essentially, it sounds like a good idea to put those cell phones (personal or government issued) in the glove compartment when driving. Read the general order in ALCOAST 012/10.
