>Port State Control Appeal Procedures

>Over the past serveral months, Coast Guard headquarters has observed several Port State Control (PSC) appeal decisions inconsistent with the outlined process in 46 CFR 1.03, the Marine Safety Manual Volume 2, Chapter 3, Section D.9, and inconsisent with harmoniation efforts throughtout the internatinal community. In response, the Coast Guard Office of Vessel Activities (CG-543) outlined the appropirate PSC appeal procedures for PSC detentions, and described common mistakes observed in the adjudication of many appeals in COMDT COGARD Washington DC 031220Z Aug 09. Coast Guard Sectors and subordinate marine safety units should review this message.
